Project Progress

 August 2017

  • $5.2M of Ministry of Education Capital Priorities funding awarded for the renovation of Rainy River High School into a K-12 facility to support the consolidation of Riverview Elementary School in Rainy River High School.The RRDSB will contribute $4.9M from School Renewal and School Condition Improvement funding to the project for a total approved project cost of $10.1M.
  • This originally included the expansion of the gymnasium and enclosure of the courtyard for a student commons area.Once the design part of the project commenced however, it was determined to be more cost effective to construct a new large gym instead of expanding the existing gym and to use the existing gym as a student commons area instead of enclosing the courtyard.

September 2017

  • Architect procurement awarded to Brook McIlroy.

October 2017

  • Building committee formed consisting of administration, school staff and community partners.
  • Architect determined that it is more cost effective to construct a new large gym instead of expanding the existing gym and to use the existing gym as a student commons area instead of enclosing the courtyard.

November 2017

December 2017

  • 2nd Building Committee Meeting.December 11, 2017 minutes.
  • Rainy River District School Board and Rainy River District Social Services Administration Board receive funding to construct school based daycare's across the district with our consolidated Rainy River K-12 School being awarded $1.6M to construct a 39 place daycare for 15 toddler and 24 preschool children.This brings the total project budget to $11.8M.

February 2018

  • Obtained a Class C Cost Estimate based on our new scope of work.The estimate is approximately $1.3M over budget.

    May 2018

  • RRDSB approved an additional $1.3M from School Renewal Funding to the project.
  • 3rd Building Committee Meeting.May 17, 2018 minutes.Committee reviewed the results of the schematic design phase.
  • Rainy River District School Board and Rainy River District Social Services Administration Board receive funding of $0.8M to construct a Child and Family Program as an add on to the Child Care project awarded in December 2017.This brings the total project budget to $12.6M.

June 2018

  • RRDSB approved an additional $2.0M from unrestricted accumulated surplus to the project.

July 2018

  • Obtained a Class B Cost Estimate based on the new scope of work.

October 2018

  • Obtained a Class A Cost Estimate.
  • Using the Class A Cost Estimate, the RRDSB submitted an Approval to Proceed (ATP) to the Ministry of Education.This approval, when received, will allow the RRDSB to put the project out to tender.
  • At this time, the RRDSB was informed that the ATP process has been very slow since the election.

January 2019

  • Administration met with the Town of Rainy River to discuss details of a site plan agreement.This agreement is necessary for a construction project of this size.A verbal agreement was reached.Both parties have since been working out the language and other details.

**Feb 2019 – Most Recent Update**

  • 4th Building Committee was held to review the final results of the design process with positive comments being received.The Committee was reassured that there has been no indication that the project will be cancelled.We are still patiently waiting for our ATP to be approved.

Looking Forward

 ATP Received

  • A few weeks will be needed to prepare the tender package.
  • Once the tender package has been issued, contractors will prepare bids.Due to the size, the tender package must be issued for a minimum of 30 calendar days.
  • Once bids have been received, they will be opened and reviewed by administration and procurement staff.The review will consist of determining if the bids are on budget and each one will be ranked.
  • The highest ranked on budget bid will be brought forward to the Board for approval.
  • Once approval has been received, a contract will be issued to complete the construction of the project.

 Construction is planned to occur in the following phases:

Phase 1

  • Renovation of the north wing of the school to accommodate high school students and the new administration area across from the science labs.
  • High school students and staff will be in the south wing of the school while using the existing administration space.
  • Elementary students will continue to use Riverview.
  • Phase 1 is expected to take 4-6 months.

Phase 2

  • Renovation of the south wing of the school to accommodate elementary students will being.
  • High School students and staff will move into the north wing of the school and begin using the new administration space.
  • Elementary students will continue to use Riverview.
  • Phase 2 is expected to take 4-6 months.

Phase 3

  • Elementary students will move into the newly renovated elementary spaces.
  • Riverview will be demolished to make way for the large gym and childcare construction.
  • Renovation of the existing gym to our new student commons space.
  • Phase 3 is expected to take 8-10 months.
